Governor Seyi Makinde’s achievements in security in the past year include providing support infrastructure for security operatives in the state. The government provided operational vehicles, walkie-talkies, steel helmets, bulletproof jackets, combat boots and other security equipment.
Oyo Amotekun marked one year since its operationalization, and Governor Makinde approved recruiting an additional 500 corps members. The Oyo State Government also handed over 100 additional operational vehicles to Oyo Amotekun, which have been deployed in all 33 local government areas of Oyo State.

Review of Governor Seyi Makinde’s Achievements in Security for Three Years in Office
1. Enhance community participation in crime prevention under the neighbourhood watch programme.
Community participation in crime prevention was enhanced with the operationalisation of the Oyo Amotekun Corps in November 2020. Non-state security actors such as Soludero, Vigilante Groups and Oodua People’s Congress have been integrated into the state’s security architecture, thus encouraging crime prevention. The corps members collaborate with the community on intelligence gathering towards crime prevention.
2. Ensure adequate mechanisms exist for ensuring the safety of citizens and property.
In the past year, the Oyo State Government has invested in security in the following ways:
- Handing over 100 operational vehicles to Oyo Amotekun Corps which have been deployed to the 33 local government areas in the state.
- The recruitment of an additional 500 Amotekun Corps members is ongoing.
- Provision of 58 hectares of land and donation of N500 million for the establishment of an Air Force Base by the Nigerian Air Force in Ibadan.
3. Advocacy across the state to seek reduction of the crime incidence rate.
The government carried out advocacy across the state to seek a reduction of crime in the past one year in the following ways:
- Security Council meetings are held twice a month in all 33 local government areas in the state, with financial logistics provided to enable the meetings hold. These meetings include traditional rulers, state actors and non-state actors to enhance synergy among them
- Regular security meetings with security commanders of all security agencies (Army, Airforce, Police, NSCDC, Immigration, Correctional Service, Customs, FRSC and DSS) are being held.
4. Establish an emergency response system.
The Oyo State Government operationalised the Citizens’ Emergency toll-free line (615) during the first year in office. The response system is still active and effective in preventing and combating crime.
5. Setting up of security control room.
The Oyo State Government expanded and upgraded the Security Control Room and City Watch facilities at the Oyo State Security Trust Fund Headquarters, Onireke, Jericho, Ibadan in 2020. The facilities continue to serve as operational base for responding to security threats. The 615 citizens enquiry system is housed at the Security Control Room.
6. Purchase of modern equipment and logistics for security agencies to fight crime.
The Governor Seyi Makinde led administration purchased the following in the past year:
- 100 operational vehicles for Oyo Amotekun.
- Dual communication systems were purchased for the police (POC Walkie-Talkie)
7. Welfare support to the security agencies.
In the past one year, adequate welfare support was given to security agencies in the following ways:
- Financial support (welfare/running cost).
- Paying the hospital bills of injured security personnel.
- Payment of compensation to the families of 13 Oyo Amotekun Corps members who died in active service.
- Provision of Premium Motor Spirit -PMS (petrol) to operational vehicles of security agencies.
- Monthly servicing of patrol vehicles.
- Allowance for officers on patrol/pin down duties.
- Ration allowances to all security agencies.
8. Willingness and ability of government to listen to, hear and respond to the people and address their expressed interest.
The Oyo State Government established a robust feedback system that logs and escalates issues that affect the citizenry. This system is still active and effective in bridging the gap between the government and citizens of Oyo State.
9. Ensuring of public vigilance at all levels.
The Oyo State Government continues to sensitise members of the public using social media and traditional media about the roles they have to play as citizens using the ‘see something, say something and the authorities will do something’ slogan.
10. Effective capacity building for security agencies (training and re-training).
The Oyo State Government has carried out effective capacity building for security agencies in Oyo State by:
- Regular Security Council Meeting with Security Agencies in the state.
- Provision of allowances to run security affairs in the state.
- Supplies of Intelligence Report.
- Allocation of operational vehicles to security agencies.
- Installation of CCTV cameras in strategic locations in the state.
- Media enlightenment on crime and criminality.
- Provision of intervention for the End SARS victims on the Police as well as provision of fund for the Special Operations of the Police, Army, DSS, NSCDC and Airforce.
11. Provision of operational vehicles to security agencies.
The Oyo State Government provided 100 operational vehicles to Oyo Amotekun Corps in the past one year.
12. Enhanced funding support to the security agencies.
The Oyo State Government provided funding support to the security agencies in the past one year in the following ways:
- Payment of monthly running cost/welfare allowances to the security personnel in the state.
- Provision of accommodation for security commanders of the National Drug Law Enforcement Agency (NDLEA), Nigeria Security and Civil Defence Corps (NSCDC), Nigeria Immigration etc.
- Provision of 58 hectares of land and donation of N500 million for the establishment of an Air Force Base by the Nigerian Air Force in Ibadan.
13. Provision of toll-free line to the citizens to reach security agencies in period of emergencies.
The Citizens’ Emergency toll-free line (615) was operationalised during the first year in office and is still functional and effective.
14. Effective provision of crime information.
The Oyo State Government ensured effective provision of crime information through the 615 Citizens Enquiry Number. The government also provided contact details of Oyo Amotekun Corps Coordinators in all 33 local government areas of the state.
