We will ensure that renovation works are completed, and infrastructure development initiated especially in the outstanding 93 PHCs. We will accomplish this through funding and efficient supervision in the first two years of being re-elected. | Renovation work has commenced with 106 PHCs listed for revitalisation under IMPACT project and about one-third of these 93 are included. |
We will renovate an additional 51 PHCs to bring the number of PHCs renovated to 351, one in each ward in Oyo State, before the end of our tenure. | The Bill of Quantities have been obtained. The process for approval, award and commencement is on-going. |
We will provide medical equipment requirements in the renovated PHCs over the next four years. | 264 Primary Health Care facilities equipped across the 33 LGAs under IMPACT project in the first year of Omituntun 2.0. |
We will ensure adequate medical personnel in the rehabilitated/renovated Primary Healthcare Centres over the next four years. | 3,000 medical personnel have been recruited and the process of getting them posted to the rehabilitated/renovated PHC facilities is ongoing. |
We will procure 50 more ambulances to improve access to emergency services within the four years of our tenure. | This is part of the Oyo State new Healthcare Initiative and will be executed during this tenure. |
We will upgrade six secondary healthcare facilities in Oyo State: Ring Road State Hospital, Adeoyo; General Hospital Eruwa; General Hospital Igbeti; General Hospital Igbo-Ora; General Hospital Iseyin; and General Hospital Oyo to reposition them for better service delivery. | The upgrades of these facilities are part of the Oyo State new Healthcare Initiative). However, these facilities and others were put in the Ministry of Health 2025 approved budget and the preparation of the Bill of Quantities is ongoing. |
We will work to reduce the overall mortality rate from Non-Communicable Diseases by more than 5%. | Project 10 Million: Know your Number, Control your Number was launched for the purpose of creating awareness and control of Hypertension and Diabetes, the two major non communicable diseases in the State. |
We will explore ways of increasing revenue generation in the sector through aggressively marketing the Oyo State Health Insurance scheme and increasing enrolees by 40%, commercialising ambulance service, drug revolving funds, and working with the private sector to optimise the use of facilities such as the dialysis centre and High Dependency Units (HDUs). | Oyo State Health Insurance Agency increased enrolees from 69,996 in Sept 2019, to 180,048 in Sept 2023 and 255,140 in May, 2025.
Enrolees increased by about 264.5% from Sept 2019 – April 2024.
Establishment of Oyo State Drug Management Agency Bill is awaiting assent by His Excellency.
Ongoing marketing of the High Dependency Unit, dialysis unit, laboratories and physiotherapy gymnastics of Jericho Nursing Home, Ibadan to private sector facilities to boost the State’s revenue. |
We will work to reduce maternal mortality and neonatal mortality by 5% through sensitisation, increasing antenatal care delivery and upskilling health workers. | Maternal mortality reduced from 296/100,00 live births in 2023 to 244/100,000 live births in 2024 – source Multiple Indicator Cluster Survey (MICS)
Neonatal mortality reduced from 30/1,000 live births to 17/1,000 live births by 2024 (43.33%) – source Nigeria Demographic and Health Study (NDHS) 2023-2024
Infant mortality reduced from 41/1,000 live births to 18/1,000 live births by 2024 (56.09%) – source NDHS 2023-2024
Under-five mortality reduced from 64/1,000 live births to 23/1,000 live births by 2024 (64.06%) – source NDHS, 2023-2024
Child mortality reduced from 24/1,000 live births to 5/1,000 live births by 2024 (79.16%) – source NDHS, 2023-2024
Post neonatal mortality reduced from 11/1,000 live births to 1/1,000 live births by 2024 (90.9%) – source NDHS, 2023-2024 The Penta-3 Coverage has increased to 68%. |
In the first year of being re-elected, we will expand the 615 toll-free Citizens’ Enquiry Number to cover medical emergencies. | Expression of interest concerning medical emergency under the basic health care provision fund emergency gate way, sent to the coordinating minister and awaiting their visits. However, the process of expansion of 615 toll-free citizen’s enquiry number to cover medical emergencies is almost concluded. |
To combat the brain drain challenge, we will recruit additional health personnel to ensure adequate and quality healthcare delivery within the first two years of being re-elected. | Three hundred and thirty-three (333) health care workers were recruited in Hospitals Management Board.
Exit replacement is ongoing. Engagement of retired medical consultants is also ongoing.
Increase in the quota of interns in Pharmacy, Physiotherapy, Nursing and Medical Laboratory Science is also ongoing. |
We will build the Oyo State Electronic Health Records System (EHRS) and transfer at least 25% of patients within the Oyo State Health Insurance Scheme to this database within three years of being re-elected. | The process is on-going, to be rolled out soon. |
Other achievements:
- Omituntun Free Medical Mission providing free healthcare including consultations, screenings (blood pressure, sugar, cancer), surgeries, eye and dental care, physiotherapy, etc., prioritising the elderly, women, and children. A total of XX reached in the past year.
- Early diagnosis and reduction in Tuberculosis (TB) transmission by 89%. Six (6) portable digital X-ray machines were supplied by Global fund for TB screening.
- Over 93% people living with HIV have suppressed viral load with improved health status.
- Remarkable reduction in Under 5 malaria cases (Seasonal Malaria chemoprevention) by 85%.
- Neglected Tropical Disease (NTD) Elimination Campaigns – 78%. Three (3) LGAs declared free from Onchocerciasis/Lymphatic Filariasis. Oyo State won the Award of the best NTD State Coordinator in Nigeria in 2024.
- Disease Surveillance and Outbreak Response – 80%.
- Oxygen Distribution & Utilisation – 70% as a result of the use of Pressure Swing Adsorption (PSA) Oxygen Plant installed at Jericho Specialist Hospital and State Hospital Oyo in the first year of Omituntun 2.0.
- Reproductive Health and Gender Based Violence Response – 75%.
- Opening of Specialist Clinic and Dental Clinic within Secretariat Staff Clinic for the purpose of managing civil servants with non-communicable diseases.
- The Task Force on Anti-Quackery set up to monitor the activities of the private health facilities in Oyo State in the first year of Omituntun 2.0 is yielding results with digitalisation of private health facilities in Oyo State now 40% completed. Public enlightenment campaigns to educate the good people of Oyo State on the need to reconsider where they access medical care for a healthy living ongoing.
- Task Force on Food Outlets was also set up to monitor the food handlers and ensure they comply with the regulations. Fifty per cent of water sanitary survey and treatment of water sources has been covered. Bacteriological analysis of the collected water samples was done and training on and supervision of proper washing procedure of water storage containers/ tanks at different food business outlets like Bush, Secretariat is ongoing.
- Developed Oyo State Strategic document for the Scale up of Medical Oxygen in Health Facilities (2023 – 2028).
- Development and dissemination of Scorecard and Factsheet for continuous monitoring and evaluation.
- Ongoing review of Oyo State Public Health Law.
- Mapping of all public and private facilities in the State.
- A bill for a law to regulate Medical Residency Training Program in Oyo State and matters connected is ongoing.
