Other Sectors

Our Roadmap for Accelerated Development in Oyo State is standing on four pillars: Economy, Education, Healthcare and Security. However, we are not leaving out other sectors. It is our firm belief that a fully diversified and integrated economy, with all sectors working at the optimum, is essential for rapid growth.

Review of Other Campaign Promises

(One year in office)

Infrastructure

1. Ensure safe, adequate and efficient transport infrastructure that can sustain the social and economic development of the state.

Governor Seyi Makinde is completing roads started by the previous administration as well as starting construction of new road projects. Top among which are the Moniya-Iseyin Road and Ibadan Circular Road (Which he met at 5% completion) He recently awarded 8 roads in all Zones and the Ministry of Public Works, Infrastructure and Transportation is in the process of advertising an additional 9 roads. This includes the dualization of the airport road, rehabilitation of Apete-Awotan-Akufo road, and the completion Odo Ona Elewe Road (AKA Akala Way) that was abandoned by the previous administration.

The governor’s vision is to convert the existing domestic airport to a commercial airport.

In addition, the newly awarded bus terminals will not only create jobs for the youths, but it will also bring sanity to the transportation sector.

The issues of traffic congestion in Oyo State especially in the Ibadan metropolis is also being worked on through the improvement and expansion of some key junctions.

The government is also working on establishing trailer parks across the state for ease of movement of vehicles on the road and prevention of accidents on our roads.

The Seyi Makinde led administration’s open-door policy enabled a lot of communities to inform us that their communities have been cut off due to failed hydraulic structures. This led to the reconstruction of hydraulic structures in 4 zones across the state, through direct labor. The installation of streetlights in Ibadan under the ‘Light up Oyo’ project is being extended to other zones in the state in the second half of 2020. This impacts on safety and security.

2. Evolve a robust institutional and regulatory framework for the transport sector

Governor Seyi Makinde led administration has separated policy-making from transport management which is why TCC is an example of a state-owned company that runs the bus transportation. This allows them to run as a commercial entity within the framework set by the government.

The Park Management System is this administration’s creation to regulate the transport industry by making sure it is secured, transparent, and efficient. PMS was set up to bridge the gap between the commercial operators and the state.

3. Provide a steady and innovative financing scheme for the transport sector in Oyo State.

Since public funds are not sufficient to meet growing service-oriented demands for new and improved logistics, various private funding schemes are emerging. The governor is working on various Private Financing Initiative (PFI) methods to develop civil infrastructure, including additional roads and ports. The government will continue to develop the framework to encourage private sector involvement in the financing and operations of infrastructure.

4. Establish a consultative forum for constant interaction among all stakeholders in the transport industry, including private sector concerns and MDAs.

This administration has identified our stakeholders in the state and we have set goals for engaging them such as understanding their needs and how the government can provide a conducive environment that will make their business thrive. For Example, the Honourable Commissioner went around to meet with people in the cattle industry (Kara), and one of the things that they discussed was good road infrastructure and amenities for ease of business. Another issue is with the relationship between, revenue consultants, PMS, and commercial vehicle owners. Each group is adequately represented in conversations concerning the transport sector.

5. Provide adequate transport infrastructure and services for uniform socio-economic development in the state by embarking on reconstruction and rehabilitation of the existing roads and improving rural roads.

The Oyo State Government Rehabilitation and Reconstruction Programme was formulated, seeking to contribute to economic recovery by improving road access and connectivity, providing local employment opportunities, building skills among the involved workers and contractors and strengthening local capacities in the use of employment-intensive local resource-based (LRB) road construction and maintenance approaches. All of these will not only allow the communities to recover after COVID-19 but will strengthen the state’s economic development through increased access to social and economic opportunities.

6. Upgrading of rural feeder roads in all the 33 local government areas of the state.

The construction of 1000KM of rural access roads through the Rural Access and Agricultural Marketing Project (RAAMP) will also contribute to the economic development of the state.

7. New roads to be built to enhance economic activities, promote rural-urban linkages and generally facilitate movement around the state.

The Moniya-Ijaye-Iseyin, Saki-Ogboro-Igboho road, Challenge-Odo Ona Elewe-Apete road, Apete-Awotan-Akufo, or the Eruwa road are some of the linkages that this administration has focused on to enhance the economic activities of this state. The policy of the government is that all roads must be properly done to stand the test of time with standard engineering designs and adequate provision for drainages.

8. Engage in private partnership to improve the road facilities.

This government is still in talks with the Manufacturing Association of Nigeria to establish which roads owned by the Oyo State Government in their corridors that we can partner on to rehabilitate. We have met on several occasions to establish this and work the modalities before we proceed.

9. Provision of modern equipment to the Road Maintenance Agency.

The State Government recently decentralized the Oyo State Road Maintenance Agency (OYSROMA) into zones to help increase their response and efficiency. To strengthen this agency, Governor Makinde has also approved the purchase of equipment that will be allocated and stationed in these newly established offices.

Women Affairs and Social Inclusion

1. Domestication of International Convention on Violence Against Women.

The VAW was already domesticated under the previous administration. To fast track the implementation of the law, a few copies of the law were produced and presented to some key stakeholders in Oyo State.

2. Ensuring gender balance in all decision-making positions.

Work in progress.

3. Institutional framework for combating violence against women.

Not yet commenced.

4. Appointment of women into government positions.

The appointment of the first female Secretary to the State Government (SSG) is historic.

Child Rights

1. Institutions and mechanisms to promote and protect child rights.

Oyo State Day Care and Breast Feeding Centre: This accommodates and takes care of children of public servants who are nursing mothers to keep their children near their places of work in order to exclusively breast feed their children and keeping them comfortable and secured. It is also a source of revenue to the state government. The centre is running smoothly with qualified health workers, social workers and caregivers seconded from Ministry of Health and Hospitals Management Board. The centre is being thoroughly monitored by the Ministry of Women Affairs and Social Inclusion and efforts are ongoing to upgrade and renovate it.

2. Provision of enabling environment to survival, protection, development and participation of children most especially vulnerable ones.

Rescuing and placement of abused children to receive care and support service to promote their rights to survival.

3. Adoption of policies to protect child rights.

The State Government has domesticated the establishment of Sexual Gender Based Violence Team (SGBVT) handling the protection right of every child which has been bringing justice to the plight of vulnerable children in the state.

On March 05, 2020, the Oyo State Ministry of Women Affairs and Social Inclusion inaugurated the “Oyo Ministry of Women Affairs – Rapid Response Team” (OYOMWA-RRT) to give quick response to incidences of child abuse, child trafficking, rape, etc. in the state, working hand-in-hand with SGBVT. Its membership includes line ministries, Non-Governmental Organisation (NGO) networks, security agencies, immigration and social workers. The team has since been handling violence/abuse cases using holistic approaches despite the coronavirus pandemic in the state.

Rendering 6+1 operational services i.e. Protection, Shelter, Medical, Educational, Nutrition, Psycho-social Support and Household Economic Strengthening/Financial Assistance for the vulnerable and less privileged children in collaboration with Child-Focused Non-Governmental Organisations under this administration.

The operationalisation of the Child’s Rights Act 2003 as well as the National Priority Agenda which saw an NGO of Oyo State chosen as the chairman for the review of the document as a result of Oyo State’s capacity to provide the 6+1 service to children happened under this administration.

  • Protection: In keeping with global best practice, this administration has ensured the continued protection of children via technical support to key stakeholders on identification and elimination of violence against children.
  • Shelter: The alternative care support for children has received a boost under this administration as homes have been supported with infrastructure that promotes the wellbeing of children in orphanages. The use of shelter for rescued children under this administration has attracted stakeholders who hitherto were unwilling to work with government and they have shown interest to work with the government under this administration.
  • Health: The Oyo State Ministry of Women Affairs and Social Inclusion has continued to ensure the use of health talks that promote healthy living for children and women. It also referred to the relevant health agencies for medical care. Immunisation of children and access to other basic health care services has become easy since the administration began.
  • Nutrition: Nutrition education has continued via the ministry. Use of supplements and other alternative food has been taught by Civil Society Organisations (CSOs) through the Institute of Tropical Agriculture (IITA) and other nutrition agencies.
  • Psycho-social Services (PSS): The increased use of recreational facilities in the state has continued to be a good achievement for this administration. Also, the ministry has seasoned social workers who regularly counsel the vulnerable children thus making them stable and becoming better persons.
  • Household Economic Strengthening (HES): This is being carried out by the ministry through various empowerment, poverty alleviation and social protection programmes such as:
    • The Pacesetter Tricycle Scheme for youths.
    • Monitoring of the skills acquisition centres to accommodate and improve the overall wellbeing of more indigent women, older OVC and unemployed graduates.
    • Training on micro credit by NGOs for community persons.

4. Promotion of child rights and advocacy/awareness.

The Ministry of Women Affairs and Social Inclusion, in collaboration with NGO networks vis-à-vis the Child Protection Network (CPN), the Association for Orphans and Vulnerable Children NGOs in Nigeria (AONN), the National Council of Child Rights Advocates, Nigeria (NACCRAN), the Association of Orphanages and Homes Operators in Nigeria (ASOHON) and CCC conducted the following:

  • Training of counsellors and shelter operators as it relates to child rights which was held at Travel House Budget Hotel, Ring Road, Mobil bus stop, Ibadan from November 19-21, 2019.
  • Symposiums and sensitisation programmes on radio stations on child rights by the ministry’s officials.
  • Schools and markets sensitisation on the elimination of child labour and child abuse.
  • Community sensitisation on the elimination of violence against children and promotion of child rights law in Oyo State in 2019 and in collaboration with the Justice Development and Peace Commission (JDPC), held at the JDPC Hall, Basorun, Ibadan.
  • The state has supported the efforts of CSOs to ensure that talks and jingles on child abuse elimination has continued extensively under this administration and is still a continuous process.

5. Capacity building for stakeholders to enhance smooth implementation of Child’s Rights Act 2003.

  • Training for Nigeria Association of Women Journalists (NAWOJ) on child protection in November, 2019.
  • Training of community leaders from selected endemic LGAs (Ibadan South West) on child protection and zero tolerance to Female Genital Mutilation (FGM) in collaboration with the United Nations Children’s Fund (UNICEF) held at the Western Hall, Secretariat, Oyo State.
  • Two days training on “Social Response: Stakeholders and Best Practices” held at the Social Development Staff Training Centre, Samonda, Ibadan, from June 10-11, 2019.

OTHER ACHIEVEMENTS

  1. There has been continuous collaboration with the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), Nigeria Immigration Service, Nigeria Police Force, Nigeria Security Civil Defence Corps, Anti-Human Trafficking organisations and other networking groups to eliminate child trafficking, labour and abuse.
  2. The Ministry of Women Affairs and Social Inclusion also printed and distributed copies of the Child’s Rights Act 2003 to stakeholders and 68 LGAs/LCDAs.
  3. Effort is ongoing towards the preparation and actualisation of the review of the Child Right Law as it is due. Efforts are also ongoing for additional printing and distribution to relevant stakeholders in 68 LGAs and LCDAs of the state.

Youth and Sports

1. Situational analysis of the current empowerment programmes.

Not yet commenced.

2. Vocational skills acquisition programme and entrepreneurial training.

• 250 youths were trained on business, solar panel installation and sales by Afterschool Graduate Development Centre in conjunction with the Agency for Youth Development between July 4 and 12, 2019.

• 220 youth artisans were trained in capacity building on August 4 and September 12, 2019.

3. Establishment of graduate youth employment scheme.

Not yet commenced.

4. Establishment of integrated farm settlement schemes.

This is being carried out by the Ministry of Education, Science and Technology.

5. Establishment of skills acquisition centre.

Not yet commenced.

6. Establishment of waste to wealth creation business clusters.

Not yet commenced.

7. Establishment of state entrepreneurship development centres.

Not yet commenced.

8. Resuscitation of vocational training schools and centres.

This is being carried out by both the Ministry of Agriculture and the Ministry of Education, Science and Technology.

9. Establishment of business support centre across the state.

11. Institute youth mobilization programmes.

12. Establishment of sports centres/facilities.

  • Installation of tartan track and artificial turf grass at the Lekan Salami Sports Centre, Adamasingba, Ibadan.
  • Renovation of Oyo State Executive Gymnasium, Mokola, Ibadan.

OTHER ACHIEVEMENTS

  1. Renovation of Ososami Youth Centre, Oke-Ado, Ibadan.
  2. Youth Empowerment

• Collaboration between the World Bank and the Oyo State Government. Public workfare of Youth Employment Social Support Operation (YESSO) was carried out from July 2019 till date in the following Local Government Areas: Ogbomoso North, Ogbomoso South, Oriire, Surulere, Olorunsogo ,Ogo-Oluwa, Oorelope, Irepo, Olorunsogo, Lagelu, Egbeda, Ona-Ara, Ibadan North, Ibadan North East and Ibadan South East.

• Collaboration between the World Bank and the Oyo State Government. State-Led Out-Put Based Skills for Job of Youth Employment Social Support Operation (YESSO) was carried out from October 2019 till date in the following Local Government Areas: Iseyin, Saki West, Itesiwaju, Oyo West, Atiba, Oyo East and Ogbomoso North.

3. Orientation talk on Work Ethics was organised for 1,500 National Youth Corps Members deployed to the state’s Ministries, Departments and Agencies.

4. Sensitization of Corps members on “Life After Service” for 2,680 Corps members who served in Oyo State.

5. The National Youth Council of Nigeria, Oyo State Chapter, in collaboration with the Agency for Youth Development organized the second edition of Oyo state Youth Summit on 9, June, 2019.

6. Sports

  • Successful organization of State Talent Identification and Coach Education Clinic 2020 in conjunction with West Bromwich, Albion FC, England.
  • Sustenance of weekly keep fit exercise among Civil Servants/Political functionaries.

7. Shooting Stars Sports Club (3SC)

• 3SC is currently topping the group B1 of the NNL League.

• 3SC won the Ibadan Football Association League held from July to September, 2019 at Ibadan, Oyo State.

8. Participated and won Governor Dapo Abiodun Pre-Season Tournament.

9. Regular and full payment of salaries and match bonuses of players and officials.

10. Crown Football Club

• Crown FC is currently in 2nd place in the group B2 of the NNL League.

• Payment of arrears of salaries and match bonuses owed by previous administrations.

• Regular and full payment of salaries and match bonuses of players and officials.

11. Oyo State Sports Council

• Approval for payment of the financial reward for the Oyo State Contingents to 19th National Sports Festival held at the Federal Capital, Abuja in 2018.

• Payment of arrears of Oyo State basketball players from 2016 till date.

Environment And Natural Resources

1. Legislation, regulations and standards for water supply and sanitation.

A draft Water Policy was submitted to the Oyo State Ministry of Environment and Natural Resources. Also, a draft Water Bill was submitted to the Ministry of Justice for vetting. The vetted draft Water Bill will be submitted to the Oyo State Executive Council for onward transmission to the House of Assembly for passage into law (ongoing).

Governor Seyi Makinde’s administration also created four environmental tribunals that enforce our environmental laws.

2. Reform of the water supply and sanitation sector to attain and maintain internationally acceptable standards.

A new organogram and HR manual are awaiting implementation. Once the Draft Water Policy and Law are passed, necessary reform will take place (ongoing).

3. Revitalisation of the 12 water schemes in the four zones of Ibadan (3), Oyo (2), Ogbomoso (3) and Saki (4). A programme of ensuring and sustaining the necessary inputs and maintenance to ensure stable and regular supply of water will be executed. Additional schemes will be provided.

• Construction of Ologuneru Mini Water Supply Scheme at Eleyele.

Not yet commenced in the other schemes.

4. Increase service coverage for water supply and sanitation state-wide to meet the level of the socio economic demand of the state.

Ongoing in Ibadan zone only.

The projects below were commenced by the previous administration and are ongoing. They are 95% complete:

• Construction Of 400cu.M Elevated Water Tank at Oke Ado –

• Rehabilitation Of 400cu.M Elevated Water Tank at Oke Itunu.

• Construction Of 109No Water Kiosk Within Ibadan And Environs.

• Laying Of 30kms D.I Pipes Ranging From 250mm To 500mm ND From Agbowo To Apete And From Iwo Road To Erunmu Junction, Apata Junction To Benbo Road.

• Laying Of HDPE Pipes Ranging From 90mmnd To 225mmnd In Areas Such As Ososami, Mokola, Oke-Itunu, Agbowo/Bodija, Agugu, Apata, Old Ife Road etc.

5. Ensure affordability of water supply and sanitation service for the citizens.

• The elimination of flat rate billing by ensuring 100% metering coverage.

• A tariff and affordability studies has been carried out.

6. Ensure good water quality standards are maintained by water supply undertakings.

• The replacement of Spent Filter Media in Asejire and Eleyele WTPs – commenced by the previous administration and ongoing, 60% complete.

7. Monitor the performance of the sector for sound policy adjustment and development for water supply and sanitation.

Passage of the draft Water Policy and the draft Water Bill will improve governance in this sector.

NOTES

The following projects were commenced by the previous administration and finished by this administration in August 2019:

• Construction of 181l/s Erunmu Booster Station.

• Construction of Iganna Water Supply Scheme.

• Construction Of 2000cu.M Ground Level Reservoir at Osegere.

• Construction Of 1700cu.M Elevated Tank at Lalupon.

• Laying Of 30kms D.I Transmission Mains ranging from 250mm ND to 500mm ND from Osegere To Lalupon.

• Laying Of 126kms Of HDPE distribution network of various sizes ranging from 90mm ND To 225mm ND in areas such as Osegere, Egbeda, Erunmu, Ejioku, Lalupon, Ile Igbon and Iyana Offa.

Energy and Mineral Resources

The Ministry of Energy and Mineral Resources is a new ministry birthed by Governor Seyi Makinde’s administration. The objectives of the new ministry are to:

• Develop policies to attract investment in the Oyo State energy and mineral resources sectors.

• Meet the energy needs of Oyo State residents for social and economic development in an environmentally sustainable manner.

• Exploit the state’s mineral resources to contribute to poverty eradication and create long-lasting value to society.

Year one is a data gathering and pilot year for the new ministry.

1. Increase generation, transmission and distribution capacity to provide the adequate and sustainable power supply.

• Draft State-wide audit report submitted. Awaiting final approval (ongoing).

• Commitment from Transmission Company of Nigeria (TCN) to deploy transmission infrastructure (ongoing).

• Deployment or state-financed transmission/distribution of infrastructure under 2021 budget.

2. Achieve an optimal energy mix using the most appropriate technologies.

Applications for support to Development Finance Institutions (DFI) to support blueprint prepared. Blueprint outlined – Solar Energy for Oke-Ogun, Waste to Energy and Gas for Ibadan (ongoing).

3. Access the potentials of the state renewable [energy] technologies.

• MOU signed to develop 40 mini-grids. Substantive agreements signed on 16 out of 40. Ground-breaking slated for September 2020 (ongoing).

• Negotiating terms of state blueprint (ongoing).

• Selected Primary Healthcare Centres (PHCs) by Senatorial District audited for solar and awaiting contracts (ongoing).

• Solar Homes System developers identified – 5,000 units as a pilot. Financing being structured:

(i) DFI support agreed in principle

(ii) State counterpart funding being negotiated. To come on stream in 2021 budget (ongoing).

4. Employ appropriate renewable energy technologies policy for sustainable development.

Policy considered and approved by the Oyo State Executive Council (EXCO) in March 2020.

5. Facilitate renewable energy research with established energy research centres.

• Oyo State signed a memorandum of understanding (MOU) with a Finnish consortium to establish a Centre for Excellence in Energy Innovation with Oyo State. The centre will facilitate renewable energy research and development of the energy and mineral resources ecosystem.

• Negotiating terms with Centre for Petroleum, Energy Economics and Law (CPEEL), University of Ibadan to undertake blueprint (ongoing).

6. Facilitate independent power producers to invest in Oyo State.

a. IPP NO.1

• To cover the State Secretariat Agodi, Ibadan, all Oyo State Government-owned residences, offices, Ministries, Departments and Agencies (MDAs) outside the State Secretariat, (including Water Corporation, Broadcasting Corporation of Oyo State, etc.), streetlights, three schools in each Local Government Area, and state-owned hospitals that fall within 30km radius of the State Secretariat.

• Excess capacity to service private sale (Farm settlements, University College Hospital, Premier Hotel, etc.)

• Audit and Feasibility study (completed).

• Legal/financial/technical structure (ongoing).

• Power Purchase Agreement (PPA) execution (projected September 2020).

• Financial closing and ground-breaking (projected to happen in 2020).
