The Governor Seyi Makinde led administration has also touched other sectors of the Oyo State economy contained in the Roadmap to Accelerated Development in Oyo State, 2019-2023 (Infrastructure, Women Affairs and Social Inclusion, Youth and Sports, Environment and Natural Resources and Energy and Mineral Resources). Achievements in the listed sectors have contributed to the overall growth of the economy leading to an increase of internally generated revenue (IGR) from N1.7 billion monthly in 2019 to N3.3 billion monthly in 2022.

Review of Governor Seyi Makinde’s Achievements in Other Sectors for Three Years in Office

Promises Kept in Infrastructure Development

  1. Ensure safe, adequate and efficient transport infrastructure that can sustain the social and economic development of the state.

In the past one year, the Governor Seyi Makinde led administration has embarked on the following projects to ensure safe, adequate and efficient infrastructure in the state:

  1. The construction of four modern bus terminals strategically located at exits and entrance of Ibadan; Iwo Road, New Ife Road, Challenge and Ojoo to serve intracity and intercity commuting. Two of the bus terminals located at Challenge and Ojoo have been completed while the other two are ongoing.
  2. Construction of new roads and reconstruction/rehabilitation of existing roads and bridges across the state.
  3. Installation of traffic lights at major intersections in Ibadan.
  4. Construction of computerized VIS Centre at Idi-Ape completed.
  5. Continuous registration of all public commercial vehicles (mini buses, tricycles and motorcycles) carrying passengers in the state.

 

2. Evolve a robust institutional and regulatory framework for the transport sector

The Transport Operations Department established by the Governor Seyi Makinde led administration in 2019 continues to formulate transport policies and manage the transport sector in synergy with other transport stakeholders.

  1. Provide a steady and innovative financing scheme for the transport sector in Oyo State.

The innovative financing scheme – the Alternative Project Funding Approach (APFA) for funding infrastructure projects in Oyo State which was established during the current administration’s second year in office continues to be used to fund critical infrastructure projects. During the third year in office, two additional road projects were added to those being funded under APFA:

  • 34.85km Oyo-Iseyin Road reconstruction project.
  • 4.15km BCJ-Railway-Gbekuba-NIHORT Junction, Ibadan reconstruction project.
  1. Establish a consultative forum for constant interaction among all stakeholders in the transport industry, including private sector concerns and MDAs.

The Department of Transport Operations in collaboration with the office of Governor Seyi Makinde’s Special Adviser on Works and Infrastructure, organised stakeholders’ meetings on mitigating traffic congestion on state roads especially in Ibadan.

The Transport Operations Department also holds regular meetings with transport unions, public and private transport operators and revenue consultants.

  1. Provide adequate transport infrastructure and services for uniform socio-economic development in the state by embarking on reconstruction and rehabilitation of the existing roads and improving rural roads.

In the past year, the Oyo State Government has constructed and reconstructed/rehabilitated a total of 545.26km of roads across Oyo State. The major roads are:

  • Construction of 76.7km Iseyin-Fapote-Ogbomoso Road (ongoing). The road connects Oke-Ogun and Ogbomoso Zones.
  • Reconstruction of 45.3km Saki-Ogbooro-Igboho Road (ongoing). The road connects Saki West, Saki East and Oorelope Local Government Areas.
  • Reconstruction of 37.41km Beere- Olorunsogo-Amuloko-Akanran-Dagbolu Road (ongoing).
  • Reconstruction of 34.85km Oyo-Iseyin Road (ongoing). The road connects Oyo and Oke-Ogun Zones. It is also the main artery for accessing the Fasola Agribusiness Industrial Hub.
    • Reconstruction of 21km Airport-Ajia-New Ife Express Road with a spur to Amuloko (ongoing).
    • Dualisation of the 12.5km Challenge-Odo Ona Elewe-Apata Road (ongoing).
    • Reconstruction of 12km Apete-Awotan-Akufo Road into a rigid pavement road (ongoing).
    • Dualisation of 9.7km Saki Township Road (completed).
    • Construction of 9.23km Omi Adio -Ido Road.
    • Dualisation of 7.3km Agodi Gate-Old Ife-Adegbayi Junction with a spur to Alakia Airport, Ibadan (3.3km) (ongoing).
    • Dualisation of the 7.2-kilometre Idi Ape-Basorun-Akobo-Odogbo Barracks Road (completed).
    • Reconstruction of 5.2km Gedu-Oroki-Sabo-Asipa Road (completed).
    • Construction of General Gas Flyover (ongoing).
    • Reconstruction of the 15km BCJ-Railway-Gbekuba-NIHORT Junction, Ibadan (ongoing).
    • Dualisation of the 3.2km Ibadan Airport Road, rehabilitation of adjoining roads along the airport axis and rehabilitation of spur roads around Iwo Road Interchange including the road from Oludare to Bishop Phillips (2 km) (ongoing).
    • Dualisation of the 3.1km Olorunsogo Expressway, Ibadan (ongoing).
    • Reconstruction of the Isaba-Ogundoyin Road (0.75km) and Lanlate Garage Junction Local Government-Eruwa Poly- Oke Ola Junction Road, Eruwa (1.9km) (ongoing).
  1. Upgrading of rural feeder roads in all the 33 local government areas of the state.

The Oyo State Government, through Rural Access and Agricultural Marketing Project (RAAMP) had carried out various studies and survey on rural roads which had led to the digitization of 452.80km of rural roads for Spot Improvement, 687.60km of rural roads for routine maintenance and 187.25km rural roads for rehabilitation. The government made the counterpart funding of N350 million for RAAMP in July 2019 and is waiting for the disbursement of funds by the World Bank to commence the rehabilitations.

  1. New roads to be built to enhance economic activities, promote rural-urban linkages and generally facilitate movement around the state.

In addition to the roads listed in No 5 above, in the past one year, Governor Seyi Makinde’s administration has executed the following road projects to facilitate movement around the state:

  • Reconstruction of Adegbayi Junction to the bus terminal stations at Iwo Road interchange along the proposed Ibadan-Ife Expressway rehabilitation project.
  • Reconstruction/rehabilitation of link roads to Ibadan/Lagos Expressway at General Gas and beside NNPC mega station, PDCOS Housing Estates, Akobo, Ibadan.
  • The asphaltic construction/rehabilitation Of Lasisi Apapa Street, Off Queen Elizabeth Road, Agodi, Ibadan.
  • Rehabilitation of Ecobank Bode Isalu-AHIS Road (5.5km).
  1. Engage in private partnership to improve the road facilities.

Governor Seyi Makinde’s administration has been engaging with the private sector to improve road facilities. For example, the use of Alternative Project Funding Approach (APFA) to finance road projects.

  • With Fax Consult Ltd for Idi Ape-Basorun-Akobo-Odogbo Barracks Road (7.2km) dualisation project.
  • With Kopek Construction Ltd for the completion of outstanding construction works on the dualisation of Challenge-Odo Ona Elewe – Apata Road (12.5km) Section 1 and Section 2.
  • With Peculiar Ultimate Concerns Ltd for the; (i) Dualisation of Saki Township along Oke-Ogun Poly Road (9.7km) (ii) Reconstruction of the Airport-Ajia-New Ife Express Road with spur to Amuloko, Ibadan (21km). (iii) Rehabilitation and total asphaltic overlay of Kolapo Ishola GRA Road Network (16.96km) (iv) General Gas Flyover.
  • With CCECC Nig. Ltd. for the reconstruction of Saki-Ogbooro- Igboho Road (45.3km).
  • With Ahmak Nig. Ltd. for the reconstruction of Gedu-Oroki-Sabo-Asipa Road (5.2km).
  • With Still Earth Nig. Ltd. for the reconstruction/rehabilitation and sectional overlay of BCJ-Railway-Gbekuba-NIHORT Junction, Ibadan (4.15km).
  • With Kopek Construction Ltd for the reconstruction of the Oyo-Iseyin Road (34.85km)

Women Affairs and Social Inclusion

  1. Domestication of International Convention on Violence Against Women.

The VAW was already domesticated under the previous administration. To fast track the implementation of the law, a few copies of the law were produced and presented to some key stakeholders in Oyo State.

  1. Ensuring gender balance in all decision-making positions.

To address gender inequality that exists as a result of the gap between women and men in position-holding in the state, the present administration has been able to ensure increased representation of women that have attained the post of decision- making to assume top positions both at the public and civil services. For instance, more women are becoming Permanent Secretaries, Chairpersons, Heads of Local Government Administrations (HLAs) and Directors while presently, women also hold political offices (the Secretary to the State Government, Head of Service, Special Advisers and Special Assistants to Governor Seyi Makinde. However, there is under-representation of women in the Legislative and Judiciary arms.

  1. Institutional framework for combating violence against women.

Governor Seyi Makinde signed the Violence Against Persons Prohibition Bill 2021 into law. This is now being implemented in Oyo State in addition to the Violence Against Women Law (VAWL) 2017. Also, the Ministry of Women Affairs Gender Based Violence Rapid Response Team (MWARRT) continues to tackle violence against women.

  1. Appointment of women into government positions.

Governor Seyi Makinde’s administration continues to strive for inclusive governance with the appointment of women. In the past one year, two women were appointed as commissioners in the reconstituted cabinet.

Child Rights

  1. Institutions and mechanisms to promote and protect child rights.

Institutions created:

 

  • Rehabilitation Department, an all- inclusive system to cater for the needs of Persons Living with Disabilities (PLWDs) and other indigents in the state.
  • Ministry of Women Affairs Gender-Based Violence (GBV) Rapid Response Team (MWARRT).
  • Family Court.
  • Child Rights Implementation Steering Committee.
  • Oyo State Anti-Human Trafficking Task Force.
  • Local Government Technical Committee, State Technical Committee, Community-Based Child Protection Committee, Community Surveillance Group, Male Alliance Committee on elimination of Female Genital Mutilation in the State.

Mechanisms put in place:

  • Implementation of Oyo State Child Rights Law 2006.
  • Incorporation of Child Protection Plan into the State Development Plan.
  • Collaboration with privately-owned homes to provide shelter, protection and other minimum package of services to child survivors, rescued from abuses and violence.
  • Synergy building with Registered Child-focused Civil Society Organisations, Non-Governmental Organisations (NGOs) and Community-Based Organisations (CBOs), Governmental Agencies (line ministries, security agencies), including Federal Ministry of Labour and Immigration Services, National Agencies for the Prohibition of Trafficking in Persons (NAPTIP).
  • Routine supervision and monitoring of orphanages and other childcare homes as well as NGOs, CBOs.
  • Capacity Building of the GBV Rapid Response Team, social workers in the Ministry of Women Affairs and Social Inclusion and other relevant stakeholders in the state.
  • Advocacy and sensitisation programmes for traditional rulers, religious leaders, community leaders and other relevant stakeholders at the grassroot levels.
  • Raising awareness and educating the public on different forms of child abuse/violence.
  • Effective collaborations with the Implementing Partners such as the United Nations Children’s Fund (UNICEF) and the United Nations Population Fund (UNFPA).
  • Ensuring enabling environment for the children in general.
  • Regular capacity building and mentoring of staff during Bi-monthly In-House Training to compare notes and enhance efficient and effective social service delivery
  1. Provision of enabling environment to survival, protection, development and participation of children most especially vulnerable ones.
  • Distribution of food materials and household consumables to orphans and other vulnerable groups of children in the Government-Owned and Privately-Owned Homes.
  • Provision of grants/subventions to NGOs, CSOs, CBOs to enhance care and support to the vulnerable children and their households.
  • Provision of medical, educational and psychosocial support to survivors of violence and children at risk.
  • Rescue of children from the streets and traffickers, carrying out home tracing and re-integration into their families.
  • Provision of holistic care to children exposed to violence to prevent further abusive treatment.
  • Synergy with responders of Gender-Based Violence to ensure child survivors are provided with necessary interventions.
  • Annual Celebration of Children’s Day.
  1. Adoption of policies to protect child rights.

In addition to the implementation of the Violence Against Persons Prohibition Law, policies like Zero Tolerance to Female Genital Mutilation (FGM), Zero Tolerance to Child Labour, Trafficking, Rape and other forms of children abuse continue to be implemented by the Governor Seyi Makinde led administration.

  1. Promotion of child rights and advocacy/awareness.
  • Implementation of series of activities and programmes in Kajola, Ibarapa North, Ibadan North, Ibadan South East, Ogbomoso South, Oyo West, Akinyele and Oorelope Local Government Areas to disengage members of the communities from the practice of Female Genital Mutilation (FGM).
  • Training of selected secondary school students as advocates of ending FGM practice in the state.
  • Sensitisation on VAPP Law and Gender-Based Violence and support to local women CBOs/CSOs to mobilise grassroots support for domestication of Anti-GBV and Laws prohibiting FGM and child/forced marriage at community level.
  • Sensitisation of secondary school children on awareness of their rights, and how to ‘Speak Up and Speak Out’ on issues affecting them and also seek support when their rights are infringed upon.
  • Collaboration with the Federal Ministry of Women Affairs on training of officers on implementation of the Child Rights Law and data gathering tools for effective records management.
  1. Capacity building for stakeholders to enhance smooth implementation of Child’s Rights Act 2003.

This was achieved through:

  • Provision of technical and financial support to execute programmes that would ensure effectiveness of the implementation.
  • Holding of regular meetings with champions and stakeholders.
  • Facilitating participation of officials of the Ministry of Women Affairs and Social Inclusion at conferences, workshops, meetings and trainings both at the state and national levels.

Youths and Sports

  1. Situational analysis of the current empowerment programmes.

Achieved during the second year in office.

  1. Vocational skills acquisition programme and entrepreneurial training.

The following are the vocational skills acquisition programmes and entrepreneurial trainings that have been carried out in the past one year:

  1. Capacity building on sustainable livelihood programme in Vocational and Entrepreneurship Development Programme for the Vulnerable Youths from 11th to 13th April, 2021 at Jos, Plateau State.
  2. Training and Empowerment with start-up kits between August – October, 2021.
  3. 3,300 youths trained in modern agrifood value chains under the Youth Entrepreneurship in Agribusiness Project (YEAP)
  4. Digital Skills Empowerment Programme Training for unemployed youth from 6th to 25th March, 2022 at the National Youth Development Centre, Ode-Omu, Osun State.
  5. Youth in Agriculture Empowerment Programme for unemployed youths from February 20 to March 4, 2022.
  1. Establishment of graduate youth employment scheme.

Not yet commenced though unemployed graduates benefit from specific programmes such as the Oyo State-IITA Agribusiness Incubation Park Centre at Aawe Town, Oyo which is running agribusiness training for unemployed young people including graduates.

  1. Establishment of integrated farm settlement schemes.

  1. Institute youth mobilization programmes.

The following are the mobilization programmes that have been instituted in the past one year:

  • Organisation of gender based psychological development programme on April 23, 2021.
  • Organisation of enlightenment programme for youths on drug abuse and cultism on April 26, 2021.
  • Presentation of annual grants to 68 registered Voluntary Youth Organisations on May 5, 2021.
  • Citizenship and Leadership Training Programme for Youth Leaders on September 7, 2021.
  • 2021 International Youth Day/Summit was organised in collaboration with National Youth of Nigeria, Oyo State Chapter on December 9, 2021.
  • The inauguration/first siting of the 2nd Assembly of the State Youth Parliament were organised on Thursday, February 2 and Wednesday, March 30, 2022 respectively.
  • Affirmation meeting on the National Action Plan on Youth, Peace and Security on Friday, August 27, 2021 in Abuja.
  • National Youth Conference between October 12 and 15, 2021 in Abuja.
  • Mentoring and Life Enhancement Programme for youth with disabilities from December 18-22, 2021 at the National Youth Development Centre, Ode-Omu, Osun State.
  • National Drug Abuse Reduction Intervention Projects (NDARIP) in Southern States of Nigeria held at Alebimoon City Hotel, Old-Ife Road, Ibadan from March 22-23, 2022.
  • 3-day sensitisation workshop on implementation of the Nigeria Online Youth Assembly (NOYA) to crowd source youth employment for the Southern region from April 11-12, 2022, at the National Youth Development Centre, Ode-Omu, Osun State.

12. Establishment of sports centres and facilities

Upgrade and construction of the following sports centres/facilities:

  • Lekan Salami Stadium, Adamasingba
  • Construction of Mini Stadium Igboora, Ibarapa
  • Reconstruction of Olubadan mini stadium, Ibadan
  • Upgrade of Durbar Stadium, Oyo
  • Upgrade of Soun Stadium, Ogbomoso
  • Upgrade of Saki Township stadium
  • Remodelling of Ebedi Township Stadium, Iseyin

Also, the Bodija Recreation Centre, Ibadan is being constructed.

 

Environment and Natural Resources

  1. Legislation, regulations and standards for water supply and sanitation.

The draft Water Bill is ready for submission to the Oyo State Executive Council.

  1. Reform of the water supply and sanitation sector to attain and maintain internationally acceptable standards.

Achieved by the second year in office.

  1. Revitalisation of the 12 water schemes in the four zones of Ibadan (3), Oyo (2), Ogbomoso (3) and Saki (4). A programme of ensuring and sustaining the necessary inputs and maintenance to ensure stable and regular supply of water will be executed. Additional schemes will be provided.

The revitalisation of the existing 14 water schemes across the state is ongoing.

The Federal Government installed a solar power system to power Saki Water Supply scheme and the project is operational.

  1. Increase service coverage for water supply and sanitation state-wide to meet the level of the socio-economic demand of the state.

The Oyo State Government consolidated on the achievements of previous year by ensuring water supply infrastructures are adequately maintained and thus sustaining provision of potable water across the state. In the past year, the government has rehabilitated moribund water supply infrastructure across the state such as Bodija and Mokola Booster Stations, Atori and Ago Amodu Water supply.

Also, by the second year in office, the state government had keyed into the National Action Plan for revitalization of Water, Sanitation and Hygiene (WASH) sector whose objective is to ensure that every Nigerian has access to sustainable and safely managed WASH services by 2030 in line with SDG 6.1 and 6.2. The government paid a counterpart fund of N800 million.

  1. Ensure affordability of water supply and sanitation service for the citizens.

The state government is working with the Federal Government through its National Wash Fund at achieving national targets for universal access to water supply, sanitation and hygiene. Under the Partnership for Expanded Water, Sanitation and Hygiene (PEWASH), 39 solar-powered boreholes are being installed in 13 local government areas of Oyo State. 5 of these boreholes have been completed and are operational while 34 are ongoing.

The Oyo State Government is also constructing public toilets in urban cities aimed at ending open defecation by 2025 in line with UN SDG 6.2.

  1. Ensure good water quality standards are maintained by water supply undertakings.

To satisfy the National Standard for Drinking Water, the Oyo State Government in the past one year, has ensured that the Oyo State Water Corporation is provided with treatment chemicals such as alum for clarification of turbid water from source, hydrated lime for pH correction and chlorine to disinfect the water and make it wholesome.

  1. Monitor the performance of the sector for sound policy adjustment and development for water supply and sanitation.

A department in the Ministry of Environment and Natural Resources is responsible for monitoring and evaluation of all operational and commercial activities using numerous quality metrics including feedback from consumers.

 

Energy and Mineral Resources

  1. Increase generation, transmission and distribution capacity to provide the adequate and sustainable power supply.

The Oyo State Government through the Ministry of Energy and Mineral Resources has a working relationship with the Transmission Company of Nigeria (TCN) and Ibadan Electricity Distribution Company (IBEDC) whereby the ministry has been able to facilitate projects into the State to aid electricity transmission and distribution. This ranges from provision of land, rights of way, community engagement and detailed designs of expansion plans in line with the state’s development.

 

  1. Achieve an optimal energy mix using the most appropriate technologies.

Different energy sources have been and are being deployed for different projects on a case by case basis: (i) there are over 25 solar-hybrid mini-grids ongoing in Oyo State, four of which are fully funded by the State Government; (ii) about 1,500 units of all-in-one standalone solar lights have been deployed by the Ministry; (iii) 21 Primary Healthcare Centres were beneficiaries of 10kw solar systems (iv) the Light-Up Oyo project is designed to utilise gas, grid and inverter storage backup (v) the Independent Power Project (IPP) is designed for 10MW gas and 1MW solar PV

  1. Access the potentials of the state renewable [energy] technologies.

The principal source of renewable energy in the state is solar- this has been harnessed by encouraging investment in the state for renewable companies. For example, NEXGEN Ltd and Havenhill Synergy Ltd respectively opened a headquarters and project office in Ibadan because of the opportunities offered and disposition of the administration towards renewable technology.

However, innovation is not limited only to renewables as the Ministry’s focus has been rapid growth and industrialisation; Shell Nigeria Gas has agreed to set up gas infrastructure in the state which has the potential to dramatically change the job and development market in the state. Gas being readily available in Nigeria and a relatively green source of energy.

  1. Employ appropriate renewable energy technologies policy for sustainable development.

The Oyo State Government’s sustainability and renewable policies have resulted in the provision energy to rural communities that are not connected to the national grid and have not had electricity supply. The government funded 4 of the 25 solar-hybrid mini-grid projects in the following communities: Otefon in Atiba Local Government Area; Agbaruru in Iwajowa Local Government Area, Ajia in Ona Ara Local Government Area and Arowomole in Ogbomoso South Local Government Area. The remaining 21 projects are funded by private organisations.

Meetings and consultations have been held with the Federal Rural Electrification Agency and the Centre for Petroleum Energy Economics and Law (CPEEL), University of Ibadan.

  1. Facilitate independent power producers to invest in Oyo State.

Elektron Energy & Mining broke ground on an 11MW gas and solar IPP in December 2021; the project is expected to be completed in 2022.
