Being a speech delivered by His Excellency Seyi Makinde, at the Commissioning of the Challenge and Ojoo Bus Terminals, Ibadan, on Tuesday, April 26, 2022.
We are here today to witness the 14th convocation ceremony of the Ladoke Akintola University of Technology. But as has been acknowledged by other speakers, this is a convocation like no other. It is a joint convocation of graduands from 2015 down to 2021.
And so, today, I have another opportunity to deliver the keynote address to you, the Presiding Officers of the Nigeria Legislature, on the topic, “Imperatives of Constitutional Amendments.”
So far, the Oyo State Government has been working collaboratively with the various security agencies in the state. When completed, this new base will improve the operational reach of the Nigerian Air Force in Oyo State and enhance crisis response time.
Yes, we will continue to fulfil our mandate to our people, in small ways and big ways. Part of that mandate is to stem rural-urban migration by ensuring good road network and interconnectivity outside Ibadan Zone.

When we say we are engineering a modern Oyo State, this is what we mean. We mean we are designing and building a modern Oyo State. The foundation of that design is a proper road network. This is why we will not ignore any viable road projects started by our predecessors.
Let me take a few minutes to talk about our approach to executing projects in Oyo State. Some people are still confused as to how we are still flagging off projects when some states are finding it difficult to pay salaries. They do not understand how we are raising Oyo State’s Internally Generated Revenue (IGR), building our economy and engineering a modern Oyo State.
