The Governor Seyi Makinde led administration’s achievements in education for his second year in office include the construction of 26 model schools, the construction of 87 classrooms and office blocks, the renovation of 132 classrooms, and the installation of 52 boreholes. In all, the Makinde administration completed over 300 projects in the education sector alone. These projects improved the learning atmosphere of the thousands of pupils/students in the Oyo State public and private school system.

Review of Governor Seyi Makinde’s Achievements in Education for Two Years in Office

Governor Seyi Makinde’s administration inherited 272,847 out-of-school children in Oyo State. His administration has been able to get 54,569 children (10,914 boys and 43,655 girls) back to school. This reduces the number of out of school children by 20%.  All state-owned schools continue to operate the no fees and levies policy which his administration instituted when he assumed office in 2019.

2. Encourage private providers to provide quality and affordable education to Oyo State.

The Ministry of Education, Science and Technology through inspections and re-inspections channelled her efforts towards quality education service delivery through:

  • 35% reduction on the various fees paid by private schools to the government.
  •  Inspection and mentoring of private schools by the ministry.
  • Distribution of compendium of past questions to students of private schools.
  •  Extension of intervention class to SS 3 students in private schools in preparation for WASSCE and NECO.

3. Provision of scholarships for brilliant students to encourage competition in public schools.

In the past one year, the Oyo State Government has awarded the following:

  • Bursary award to 233 Law School students at N500,000.00 each totalling N116.5 million in 2020.
  • Bursary award to 4 special needs student at N50,000.00 each totalling N200,000.00.
  • One Oversea Scholarship for postgraduate master’s degree in Fine and Applied Art with specialisation in sculpture.

There is an existing law for basic education. The Compulsory Free Universal Basic Education Act, 2004.

For the second year running, Governor Seyi Makinde’s administration allocated over 20% of the state’s budget to the education sector. In the 2021 budget, the education sector’s budget was 21%. This is above the UNESCO recommended standard of 15-20%.

The Education Sector through the School Governing Board (SGB) and School-Based Management Committee (SBMC) from time to time used school heads and Local Inspectors of Education to seek support from alumni in the past year. These have yielded intervention in terms of construction of classrooms, the establishment of skills acquisition centres, renovation of blocks of classrooms, etc. some examples of such supports are:

  1. Establishment of computer laboratories at Olivet Baptist High School, Oyo.
  2. Construction of skills acquisition centre at Ladigbolu Grammar School, Oyo.
  3. Provision of well-equipped Home Economics Laboratory in Olivet Baptist High School by an alumnus of the school.

Oyo State was selected as the only beneficiary southern state of the Global Partnership in Education (GPE2). The grant to be disbursed to three states is to the tune of $120 million. Presently, Oyo State has provided all the required Education Policy documents (ASC Reports, Education Sector Plan etc.) to facilitate accessing of the fund.

The Oyo State Government has collaborated with the following private organisations in the past one year:

  • School on Air Lesson videos provided by Educational Advancement Centre (EAC) aired 0n BCOS TV, Jagaban TV, Oluyole FM, Ajilete FM and Oke-Ogun FM. Average of 2,100,000 viewers/listeners watched/listening to the lessons.
  • Free 1,000 practicing questions per subjects in Primary and Secondary Education curriculum wherein 150,000 hits were recorded on 56% of visitors used e-library, 1,500,000 pupils/learners watched Basic Education Topics weekly on Jagaban TV, 47.6% of them used CBT questions.
  • Free 500MB Internet Data per student by Airtel for accessing – the Ministry platform for e-school, e-tests and e-learning. This innovation enhanced learning by downloading 1,296,899 files, 299,974 pages were visited while hits recorded on the platform were 249,419 per month on the average.

In the past one year, the Ministry of Education, Science and Technology has:

  1. Organised training for 1,125 science teachers of public secondary schools towards improving science practical skills.
  2. Security training was done at zonal basis for 1,280 public secondary school students.
  3. Training on JavaScript fundamental for 40 ICT teachers in selected secondary schools.

In the past one year, the Ministry of Education, Science and Technology has provided the following:

  1. Distribution of textbooks to students in public secondary schools.
  2. Distribution of curriculum to 642 public secondary schools and 803 private secondary schools.
  3. Distribution of teaching and learning equipment.
  4. Procurement of science equipment for all public secondary schools in the state.

The Oyo State Government through the State Universal Basic Education Board (OyoSUBEB) has carried completed renovations in forty-eight schools across the 33 LGAs of the state while renovations in sixty schools are ongoing.

In the past one year, the State Universal Basic Education Board has supplied 21 lots of furniture to 67 schools for 3,806 pupils and 171 teachers.

Also, the Ministry of Education has procured furniture for 50 public secondary schools across the state. In total, 2,500 pairs of desks and chairs are being distributed.

To address shortages in state-owned secondary schools, 4,700 teachers have been recruited by TESCOM in the past year, while the recruitment of 300 more is ongoing. Also, 114 non-teaching staff were converted to teaching staff (Education Officer) for public secondary schools by March 18, 2021. This will reduce the high rate of pupil/teacher ratio in the state.

In the past year, the Oyo State Government has distributed science equipment to all public secondary schools in the state.

The Home-Grown School Feeding Programme of the Federal Government is still ongoing though it is currently on a break.

The Quality Assurance Department of the Ministry of Education, Science and Technology has continued to produce monitoring reports of state-owned schools. The monitoring reports are used to inform decisions such as disciplinary action, recruitment and deployment of teachers, distribution of furniture to schools in dire need and renovations of buildings. Observed lapses are communicated to the appropriate authority for necessary actions.

The Ministry of Education, Science and Technology has continued to rely on the data collated at the start of the current administration to target the physical, human, material needs of public schools. This is evidenced by various constructions and renovations of classrooms both completed and ongoing.

In the past year, the Ministry of Education, Science and Technology set the following targets:

  • Reduction in students’ furniture need from 64,500 with the ongoing 26,500 to ensure child friendly learning environment
  • Improve the state’s performance in WASSCE and NECO from double digits to a single digit.
  • Reduction in drop-out rate.
  •  Improve synergy between the Ministry of Education, Science and Technology and other stakeholders such as International Development Partners (IDP), School Governing Boards (SGB), Alumni etc.

The Honourable Commissioner for Education Science and Technology Continuously sensitises all the stakeholders on the need to ensure judicious use of available resources to meet stakeholders’ expectations of the school system in the state. The government has continued to pay the ongoing termly running costs that comprises of N400,000,000 to secondary schools and N126,000,000 to primary schools. Other interventions in the past year are:

  • Release of School Grants to all Government Technical Colleges in the year 2020 to the tune of N5.2M.
  • Sustenance of 100% monthly subvention to all the state-owned tertiary institutions.

In the past one year, the Oyo State Government has enhanced practical learning in the state by:

Renovating the office accommodation at the Board for Technical and Vocational Education (ongoing).

Conducting the training of technical instructors to enhance productivity.

In the past one year, Governor Seyi Makinde’s administration has sustained the use and application of the Education Management Information System (EMIS) Unit to manage the Ministry’s website ( Through this website, the Education in Emergency programme of the state government was executed during the COVID-19 pandemic period when students were at home. The School Management Portal for all Public Schools in the State (OYO Edumix) is domiciled on this website.

The EMIS Unit also achieved the following in the past year:

  • Conducted an Annual School Census in collaboration with United Nations Children’s Fund (UNICEF).
  • Managed education data and made it available for the Oyo State Government and other stakeholders for effective education planning. Some of the data such as list of teachers, enrolment, school facilities because of their sensitivity are only accessible by insiders while others such as list of schools, location of schools, list and location of private schools are accessible by outsiders. The non-sensitive data is domiciled in the Ministry’s website.

The Ministry of Education Science and Technology’s field officers have been able to monitor private schools to ensure their compliance with the Oyo State Government’s policies in the establishment of private schools across the state. There are also inspections and re-inspections by officials of Education and other Ministries such as Ministry of Public Works, Ministry of Health etc to ensure compliance with regulations.

In the past one year, the following was done towards improving adult literacy:

  1. Sensitisation and mobilisation to create awareness for adult learnings.
  2. Increasing learning centres across the state from 33 to 66.
  3. Recruitment of additional 33 facilitators to man the learning centres.
  4.  Induction training for the newly recruited facilitators to enhance their productivity.

Oyo State is implementing the Better Education Service Delivery For All (BESDA) programme, a World Bank initiative. This initiative targets out-of-school children especially the girl child. In the past one year, the following has been achieved under the programme:

  1. The public is been sensitised on the need to bring back out-of-school children to school with the conduct of policy dialogue workshops, sensitisation meetings with major stakeholders in the five (5) geographical zones of the state and publicity (mass media).
  2. Procurement of learning materials – Dandan Leko and JKolly phonics textbooks (the two adopted literacy programmes and other materials).
  3. Reduction in the number of out of school children by 20% (i.e., 10,914 boys and 43,655 girls making 54,569 out of 272,847).

In the past one year, 4,700 teachers were recruited by TESCOM targeted at bringing teacher/pupil ratio to 1:30 in the state-owned public secondary schools.

The Oyo State Government organised free extramural classes for the SSS 3 Students in all the public secondary schools across the state. Special English Language and Mathematics tutorial classes were also organised to ensure better performance of students in external examinations.

In the past year, the Oyo State Government succeeded in accessing N231,623.858.39 of the Special Needs Education grant of N83.1billion budgeted within 2005 and 2019 as follows:

The government is making efforts to access the grants for 2019 and 2020. The UBEC counterpart fund for 2020 is also being processed for onward payment to attract a matching grant.

In the past one year, renovations of secondary school buildings were completed in 22 Local Government Areas including the remotest part of the state. In all 60 classrooms were renovated while 30 new classrooms were constructed at the cost of N465,951,679.58 in the following schools:

In the past one year, the Oyo State Government has distributed various learning materials to 21 public special primary schools and 12 public special secondary schools in the state. Some of the items distributed are crutches, wheel chairs, 5KVA generators, Perkins Braille manual typewriters, Braille letter keychains, hearing aids, walking sticks/mobility canes, Index Everest braille embossers, Duxbury braille translators, educative toys, JAWS for Windows (single interface), audio meters, universal braille kits, Braille maths blocks, Braille alphabet charts, talking calculators, First Aid boxes, reams typing paper, overhead projectors, Joy Singing (3rd edition), mattresses, HP desktops, charts, domino cube puzzles and VCDs.

The 2019/2020 Annual Schools Census (ASC) was solely sponsored and is being executed by the Ministry of Education, Science and Technology officials. This was because UNICEF, having supported the state for 2015/2016, 2016/2017, 2017/2018 and 2018/2019 with training, finance and technical aids withdrew from sponsoring the ASC exercise in 2019.

In the past one year, the Oyo State Ministry of Education, Science and Technology has ensured relevance of curriculum at all levels by:

  1. Ensuring relevance of curricula through monitoring and mentoring of all schools at all levels of education.
  2. Book review exercises.
  3. Distribution of approved list of books to schools.
  4. Ongoing overhauling of joint scheme of work on data processing/computer and ICT to replace obsolete one.

In the past one year, the Ministry of Education, Science and Technology has:

  • Organised training for 1,125 science teachers of public secondary schools towards improving science practical skills.
  • Security training was done at zonal basis for 1,280 public secondary school students.
  • Training on JavaScript fundamental for 40 ICT teachers in selected secondary schools.

In the past one year, the Ministry of Education, Science and Technology has developed quality assurance mechanisms through:

  1. Updated monitoring template especially on the compliance to COVID-19 protocols.
  2. Involvement of Local and Zonal Inspectors of Education of affected Local Governments and Zones.

The existing policy was reinvigorated and strengthened in the state’s education service delivery at all levels. The COVID-19 pandemic led to innovations to the policy and the delivery of education services through:

  1. Virtual learning on app and website
  2. School on Air

The monitoring of learning achievement is a continuous exercise and part of the state’s education system. In the past one year, Local and Zonal Inspectors monitored COVID-19 protocol compliance, examination, school resumption, focus inspection, full subject evaluation etc.

In the past one year, the annual tracking of education sector expenditure was done to gather information on how funds are accessed through the appropriation account.

  • Purchase and distribution of 1 Hilux vehicle for the Department, 33 Motorcycles, 30 Laptops and Printers for 30 Quality Assurance Officers in the Local Government Universal Basic Authorities (LGUBEAs) for effective monitoring and supervision of schools.
  • Distribution of 3,708 Jolly Phonics Textbooks and 2,530 Teachers Guides and 3,708 Dandan L’eko Pupils Textbooks and 2,530 Teachers Guide to develop early stage reading among public primary school learners in the state for selected schools and Non-Formal Education Centres under the Better Education Service Delivery for All (BESDA) programme.
  • Oyo State Universal Basic Education Board (OYO SUBEB) in collaboration with Universal Basic Education Commission (UBEC) and United Nations International Children Emergency Fund (UNICEF) organized Learning at Home Programme on 4 core subjects at 3 different radio stations from Mondays to Saturdays for learners in Basic 1-6 during COVID-19 pandemic to enable learners continue to learn at home and to reduce the negative impact of schools’ closure as a result of the COVID – 19 pandemic on pupils.
  • Distribution of 33 Digital Samsung Galaxy Tablets T515 (TAB A101 2019) and training of Quality Assurance Officers on the use of e-quality assurance facilities which will aid Quality Assurance Officers (QAOs) in giving accurate data in monitoring activities with a view to enhancing effective teaching and learning in public primary schools in all the 33 LGUBEAs in the state by National Space Research and Development Agency (NASRDA).
  • One Hundred and Twenty-Five (125) Federal Teachers were recruited and posted to their various local government areas of residence as indicated in their application forms.
  • Implementation of backlogs of promotion arrears of teaching and non-teaching staff (2011 – 2016).
  • Conduct of promotion interview for concerned teaching and non-teaching staff (2017 – 2020) is ongoing.
  • Increased learners’ interest in Agricultural Education as a result of the implementation of Agricultural Educational Training Programme in 54 selected public primary schools.
  • Provision of sporting equipment for 39 selected public primary schools with the aim of increasing the learner’s agility, emotional stability and team spirit.
  • Selected Early Childhood Care and Development Education (ECCDE) teachers got award from Ryerson University, Canada and ECDI Canada as a result of their outstanding performance in the implementation of one-year Pre-Primary Curriculum adopting play-based pedagogies.
  • Payment of outstanding salary arrears to Primary School Teachers.
  • Payment of 2018 & 2019 Leave Bonus arrears which were outstanding before the advent of this administration.
  • Regular payment of counterpart fund for UBEC/SUBEB Intervention Projects up till 2020.
  • Increment of car loan for Teaching and Non-Teaching staff from N200,000 to N500,000.  
  • 62 schools were renovated under the auspices of School-Based Management Committee – School Improvement Programme (SBMC – SIP).
  • 12 ICT Academies were established across the 3 Senatorial Districts of Oyo State.
  • 14 Local Quranic/Almajiri Centres received Five Million Naira (N5,000,000) each to upgrade their centres for integration into UBE scheme under the auspices of FG/UBEC Integrated Quranic/Tsangya Pilot project scheme.
