From promises made to promises kept. Read all about Governor Seyi Makinde’s achievements in education under Omituntun 2.0 as he marks five years in office in continued service to the good people of Oyo State..
Promise Made | Status |
In the next four years we plan to build an additional 30 model schools and construct/renovate 1,000 classrooms in Oyo State. We will be paying particular attention to the siting of these schools to reach more underserved areas. | a) Construction/renovation of 1,000 classrooms in the State is ongoing; blocks of three (3) classrooms in selected 105 public primary schools in rural areas of the State have been completed with the collaboration of the Global Partnership for Education/Better Education Service Delivery for All Additional Financing-Transforming Education System at State Level (GPE/BESDA AF-TESS) Programme in the State (totalling 315 classrooms), another 405 is expected to be completed in the 2nd phase of the project. b) The State has also commenced renovation of classrooms in 36 schools across the State (10 Primary and 26 secondary schools). c) The state has equally awarded contract to revamp and remodel the 5 technical colleges. (d) construction/renovation of schools is based on critical needs assessment. |
We plan to reduce the number of out-of-school children by a further 20% through targeted interventions in the next four years. | a) The Oyo State Government in partnership with the World Bank-assisted GPE/BESDA AF-TESS continues to implement policies and projects targeting out-of-school children in the State. b) Consequent upon re-opening of 23 public primary schools closed down ten years ago due to communal dispute in Afijio and Oyo West Local Government Areas, 1,569 out-of-school children have been enrolled. c) Furthermore, through the enrolment drive/sensitisation visit made by the Ministry through the BESDA AF-TESS programme, 2,521 out-of-school- children were returned to school in the last year. |
We will further improve access for special needs students, orphans and the vulnerable by 5%. | In collaboration with the Agency for People Living with Disabilities, Ministry of Education, Science and Technology conducted enumeration of PWDs across the state, and new schools are being established to accommodate their needs. Within the first year of being re-elected, we will domesticate the national curriculum with a focus on the five subjects that we want to improve outcomes for our students | The curriculum is designed by the National Educational Research Development Council (NERDC) was adopted in Oyo State. The National curriculum has been domesticated with a focus on the five subjects that we want to improve outcomes for our students in collaboration with the GPE/BESDA AF-TESS programme in the State. |
We will institutionalise the recruitment process to be fair and without political interference such that teachers’ replacement will happen half yearly. | In the past year, the recruitment of 14,500 teachers, PWDs inclusive, was undertaken in Oyo State into basic and secondary schools. Out of this, 11,600 teachers have so far resumed work in the schools while the process for the remaining 2.900 teachers to receive employment letter and resume is ongoing. Teacher-students ratio in Oyo State is 1:25, while the UNESCO ratio is 1:30. The recruitment of 14,000 teachers and 250 Education Officers was achieved with the development and approval of the State Teachers´ Recruitment and Deployment Policy which was adhered to during the recruitment. |
We will strengthen the workforce through training and upskilling programmes, especially for teachers in rural areas. These programmes will be targeted at implementing the hybrid language use that will improve learning outcomes. | The Education sector workforce has been strengthened through various continuous training and retraining for our teachers in the basic, secondary schools and technical colleges. Upskilling programmes, especially on ICT are also ongoing in Oyo State. School teachers are equally participating in the EU-UNESCO Teacher Capacity Building Programme. In the past year, trainings organised for teachers and education officers include:
(ii) Training of teachers on psychosocial support skills (iii) Workshop on framework for disability inclusive education programme in Oyo State. (iv) Train the Trainers workshop on Soiless Farming for Pre-vocational Studies Teachers in Basic Schools. (v) Performance enhancement workshop for private and public schools’ teachers. |
We will ensure the continuous accreditation and re-accreditation of courses in our tertiary institutions to make Oyo State the standard for education tourism in Nigeria. | All courses in our tertiary institutions are accredited. In fact, Oyo State recorded 100% on accreditation and re-accreditation of all our programmes. |
We will continuously maintain a reasonable fee system and ensure occasional reviews that will keep tertiary education accessible. | Tuition fees in Oyo State-owned tertiary institutions remain moderate compared to other State-owned tertiary institutions in South West Nigeria. |
We will introduce the pilot of a State backed student loan system, within the first year of being re-elected, in collaboration with the private sector, that will enable children of the poorest of the poor to access university education. We will pilot this programme with 100 students, three from each LGA and one selected by the State Government. | The introduction of a State backed student loan system is in progress. |
Working with Schools Governing Boards, we will install an accountability system within three months of re-election that will ensure that state grants are disbursed in a timely manner and that the schools use these grants as expected and that teachers go to class (especially in rural communities). | The State Government is working with schools’ Governing Councils/Boards to ensure accountability and transparency in the utilisation of school grants. |
We will continuously explore partnerships with the private sector to adopt State owned schools and support these schools to ensure quality delivery of education. | In the last year, private companies and non-governmental organisations have implemented various skills training programmes for students such as: 1,000 Lines of Code Initiative by CodeGarageAfrica, 386Konsult and Zeeh Africa to train 1,000 senior secondary school students and teachers. Training in robotic, coding and Artificial Intelligence by Coderena EDTECH for public, private secondary and primary school students across the state. Youthcare Development and Empowerment Initiative (YcDEI), a non-governmental organisation (NGO) based in Ibadan, trained some selected primary school teachers and students in Ibadan on how to handle and manage School-related Gender-Based Violence (SRGBV) through a project sponsored by the Fond d’ Innovation pour le Developperment (fid). Odua Investment Foundation (OIF), a non-profit-making arm of the Odua Investment Company Limited, trained 106 students drawn from the Government College Ibadan (GCI) in Coding and Programming Languages. |
We will further explore partnerships with communities and old students’ associations that will see these communities and associations running the schools with the government maintaining oversight of their activities. | In the past year, Queens College, Ibadan has been working on an agreement for the Old Students’ Association to takeover the running of the school while the ministry provides oversight similar to Government College Ibadan (GCI). In 2024, over three billion naira was spent by various Old Student Associations and philanthropists in the provision of school infrastructure in some public secondary schools across the State. |
We will maintain the 15-20% allocation to the education sector in each budget from 2023-2027. | This has been maintained for the 2024 and 2025 Oyo State Appropriation Acts (budgets). Education had 20.88% allocation in the 2024 budget and 21.44% allocation in the 2025 budget. |
We will ensure that UBEC counterpart funds are allocated and paid in full at the appropriate time every year. | |
We will create linkages with international tertiary institutions to expand the frontiers of learning. | The three State-owned universities have linkages with reputable universities in the world. These universities are registered members of Education World Forum (EWF), Africa Universities Summit (AUS), Africa Innovation (AI), Africa Teaching Regulatory Authority (AFTRA), etc. |
Within the first six months of being re-elected, we will create a dedicated fund for the maintenance of school infrastructure which can be accessed by schools through the Schools Governing Board. | Not yet commenced |
We will strengthen the monitoring and evaluation (M&E) system to ensure effective monitoring of service delivery in the education sector within the first year of being re-elected. | The Ministry of Education, Science and Technology adopted the World Bank Monitoring and Evaluation Log (MEL) system to ensure effective and efficient monitoring system. |
