Governor Seyi Makinde may have four pillars upon which the Road Map to Accelerated Development in Oyo State, 2019-2023, is based, but that does not mean that other sectors of the economy are ignored. Achievements in the listed sectors have contributed to the overall growth of the economy. In 2020, Oyo State was one of the top 5 states in Nigeria that experienced YoY growth in Internally Generated Revenue (IGR). In real terms, the state added over N1 Billion monthly in IGR.

Review of Governor Seyi Makinde’s Achievements in Other Sectors for Two Years in Office
Promises Kept in Infrastructure Development
1. Ensure safe, adequate and efficient transport infrastructure that can sustain the social and economic development of the state.
In the past one year, the Governor Seyi Makinde led administration has embarked on the following projects to ensure safe, adequate and efficient infrastructure in the state:
1. Vehicle transition areas: Construction of four modern bus terminals strategically located at exits and entrance of Ibadan; Iwo Road, New Ife Road, Challenge and Ojoo.
2. Construction and rehabilitation of roads and bridges and junction improvement to decongest traffic within major cities;
- General Gas Flyover ( Ongoing)
- Challenge/Felele junction improvement (completed)
- Dualisation of 9.7km Saki Township Road (Ongoing)
3. Inclusion of road furniture such as; traffic signals, lay bye, road marking and zebra crossing.
4. Construction of computerized VIS Centre at Idi-Ape.
5. Acquisition of 106 buses for mass transit scheme; this will alleviate the transportation challenges of civil servants and students.
6. Commencement of ‘Light up Oyo’ Phase 2 which covers 223.48km of roads across the state.
2. Evolve a robust institutional and regulatory framework for the transport sector
In November 2019, the Governor Seyi Makinde led administration established a transport operation department to formulate transport policies and manage the transport sector in synergy with other transport stakeholders. The department inaugurated the Park Management System (now being handled by the local government authorities) in February 2020 to:
Manage and control the system for efficient transport service delivery.
Monitor the IGR and orderliness in parks.
Regulate the activities of commercial motorcyclists and tricycle operators.
Furthermore, the administration has separated policy-making from transport management. This is why Pacesetter Transport Services Ltd (formerly Trans City Transport Company) is an example of a state-owned company that runs the bus transportation. This allows them to run as a commercial entity within the framework set by the government.
3. Provide a steady and innovative financing scheme for the transport sector in Oyo State.
The Oyo State Executive Council led by Governor Seyi Makinde have come up with an innovative financing scheme called the Alternative Project Funding Approach (APFA) for funding infrastructure projects in Oyo State. This ensures that developmental projects can still be carried out despite limited funds. Under APFA, contractors fund and execute projects and the state refunds the contractors over a fixed period of time. The following major road projects are being funded under APFA:
- 21km Airport-Ajia-New Ife Express Road with a spur to Amuloko
- 45.3km Saki-Ogbooro-Igboho Road
- 9.7km Saki Township Road
- Idi-Ape-Bashorun-Akobo-Odogbo Barracks Road
- 5.2km Gedu-Oroki-Sabo-Asipa Road
- General Gas Flyover
4. Establish a consultative forum for constant interaction among all stakeholders in the transport industry, including private sector concerns and MDAs.
The transport operation department holds regular meetings with transport Unions, Park Managers and consultants to broker peace among the transport stakeholders. For instance:
5. Provide adequate transport infrastructure and services for uniform socio-economic development in the state by embarking on reconstruction and rehabilitation of the existing roads and improving rural roads.
Within the last two years, the Oyo State Government has identified 19 roads of 334km across Oyo State which are being reconstructed/rehabilitated in the following areas:
Ibadan – 13 (148.21km)
Ibadan – Ibarapa (58km)
Ogbomoso – 1 (3km)
Moniya – Iseyin (65km)
Oyo – 1 (5.25km)
Oke-Ogun – 2 (54.4km)
6. Upgrading of rural feeder roads in all the 33 local government areas of the state.
A total of over 200km of rural feeder roads are to be rehabilitated under the RuralAccess and Agricultural Marketing Project (RAAMP). The Oyo State Government made the counterpart funding of N350 million for RAAMP in July 2019. The state government is waiting for the disbursement of funds by the World Bank to commence the rehabilitations.
7. New roads to be built to enhance economic activities, promote rural-urban linkages and generally facilitate movement around the state.
In the past one year, Governor Seyi Makinde’s administration has embarked on the following road projects to facilitate rural-urban linkages:
Reconstruction of Moniya-Ijaiye-Iseyin Road (65km)
Rehabilitation of the 45.3km Saki-Ogbooro-Igboho Road
Reconstruction of Airport-Ajia-New Ife Express Road with a spur to Amuloko (21km)
Reconstruction of Awotan-Apete-Akufo Road – a rigid concrete pavement road (12km)
Reconstruction of Akingbile-Lagbeja-Ajibode Road (4.78km)
8. Engage in private partnership to improve the road facilities.
Governor Seyi Makinde’s administration has been engaging with the private sector to improve road facilities. For example, the use of Alternative Project Funding Approach (APFA)to finance road projects. (See No 3 above)
9. Provision of modern equipment to the Road Maintenance Agency.
Governor Seyi Makinde’s administration decentralised the Oyo State Road Maintenance Agency (OYSROMA) into zones to help increase their response and efficiency. To strengthen this agency, Governor Makinde has also approved the purchase of equipment that will be allocated and stationed in these newly established offices. The process of acquiring the new equipment is ongoing.
Women Affairs and Social Inclusion
1. Domestication of International Convention on Violence Against Women.
The VAW was already domesticated under the previous administration. To fast track the implementation of the law, a few copies of the law were produced and presented to some key stakeholders in Oyo State.
2. Ensuring gender balance in all decision-making positions.
The Oyo State Government encouraged inclusive participation in policy and decision making in the past one year.
3. Institutional framework for combating violence against women.
Governor Seyi Makinde signed the Violence Against Persons Prohibition Bill 2021 into law. Also, the Ministry of Women Affairs and Social Inclusion Rapid Response Team established during the first year in office continues to tackle violence against women.
4. Appointment of women into government positions.
The Governor Seyi Makinde led administration continues to strive for inclusion in government appointments with the appointment of women. In the past one year, women were appointed as Caretaker Chairpersons of local government and local council development areas.
Child Rights
1. Institutions and mechanisms to promote and protect child rights.
Establishment and inauguration of Family Court on July 7, 2020 and appointment of qualified Judges, Magistrates and Assessors for proper and professional adjudication of the family related cases and implementation of Child Right Law 2006 of Oyo State.
Organisation of regular seminars, symposiums and conferences for Family Court Judges, Magistrates, Assessors, and stakeholders such as social workers, journalists, police, NSCDC, doctors and registered NGOs. The Ministry of Women Affairs and Social Inclusion’s in house training services for the staff for enhancement of performance and Social Welfare Delivery and Best Practices.
2. Provision of enabling environment to survival, protection, development and participation of children most especially vulnerable ones.
Apart from the State Social Welfare Institutions that provide shelter for vulnerable children in the state, other registered NGOs and other Privately Owned Orphanage Homes also assist in providing enabling environment for the victims/survivors of violence and other vulnerable children for the past one year.
Commissioning of Abiamo Sexually Abused Referral Centre that will serve as one stop spot for handling Sexual and Gender Based Violence Cases and wholesome treatment of survivors/victims of sexually abused children.
3. Adoption of policies to protect child rights.
Policies like Zero Tolerance to Female Genital Mutilation (FGM), Zero Tolerance to Child Labour, Trafficking, Rape and other forms of children abuse have been adopted.
4. Promotion of child rights and advocacy/awareness.
Through implementation of Child Rights Law of 2006.
Regular public sensitisation on the rights of children via print and electronic Media by the Honourable Commissioner, Permanent Secretary and designated officials of the Ministry of Women Affairs and Social Inclusion. Advocacy visits to relevant stakeholders who work on the rights of children in the state.
Regular meetings and seminars organising for relevant stakeholders by the Ministry of Women Affairs and Social Inclusion.
5. Capacity building for stakeholders to enhance smooth implementation of Child’s Rights Act 2003.
Apart from capacity building was organised by some NGOs for stakeholders dealing with the Child Right Law as enumerated above.
Youths and Sports
1. Situational analysis of the current empowerment programmes.
The Oyo State Government through the Agency for Youth Development, the following are some of the economy creation programmes that have been executed:
- Wealth Creation:- An economic empowerment programme organised to make them self-reliant and job creators.
- Vocational Skills Acquisition Programme:- A programme designed to train youth on skill acquisition.
- Youth in Agricultural Business:- A programme in which youths who are interested in agricultural business such as snailery, bee keeping, fisheries, poultry production etc. are trained, placed on internship and equipped with starter packs.
- Short-Term Intensive Skills Training:- A programme organised to develop small and medium scale enterprise as a strong strategy to combat poverty and hunger. Youths were trained and empowered with equipment for economic self-reliance in ICT, fashion designing, vulcanizing and photography.
- Youth Apprenticeship Programme: – It is to develop responsible, informed and participatory youth entrepreneurs through the exposition of participants to modern business practices, life skills, marketing and linkages.
- State Youth Merit Award: – A programme designed to encourage hard work and exemplary leadership, qualities among outstanding youth who excel in their chosen career/vocations.
- Expenses on Federation of Boys’ and Girls’ Clubs: – A programme designed to channel the energy of young people towards positive and productive use. It is also channel towards physical development and talent discovery.
2. Vocational skills acquisition programme and entrepreneurial training.
- In partnership with Industrial Training Fund (ITF) and Total E&P Nigeria Limited, 125 youths were trained in entrepreneurial development.
- 2,246 beneficiaries are engaged on the Public Workfare (PWF) of Youth Employment and Social Support Operation (YESSO) programme.
- After School Graduate Development in collaboration with First Bank Plc, Bank of Industry (BOI), private sector organisations in agriculture and other sectors, trained and equipped 250 youths in Solar Installation and Sales.
- Equal Chance, a Non-Governmental Organisation under the supervision of the Agency for Youth Development in partnership with AfrotatCybarnobs, Germany, trained and equipped 40 young persons in Fashion Designing.
- Launching, establishment, training and graduation of 345 out-of-school youths who were mostly artisans in 5 centres under a literacy programme tagged “OYO NISE, OYO LEKO.”
- For the 2nd, 3rd and 4th pilots of the Skills for Job Component of Youth Employment and Social Support Operation (YESSO) programme, a total of 1,010 beneficiaries were trained and equipped.
- The Federal Ministry of Youth and Sports Development trained and equipped Seventeen 17 indigenes of Oyo State in Fashion Designing and Agriculture Business.
- 120 youths were trained in Non-Oil Export in collaboration with Nigerian Export Promotion Council, Ibadan Council in September 2020.
3. Establishment of graduate youth employment scheme.
The Oyo State-I.I.T.A Agribusiness Incubation Park Centre at Aawe Town, Oyo is running agribusiness training for unemployed young people including graduates.
4. Establishment of integrated farm settlement schemes.
This is being carried out in collaboration with the Ministry of Education, Science and Technology, and Oyo State Agribusiness Development Agency (OYSADA). The farm settlements (now Agribusiness Industrial Hubs) are being upgraded. The contract for the upgrade of 3 of these farm settlements has been awarded and the work has commenced in Fasola.
5. Establishment of skills acquisition centre.

6. Establishment of waste to wealth creation business clusters.

7. Establishment of state entrepreneurship development centres.

8. Resuscitation of vocational training schools and centres.
This is being carried out by both the Ministry of Agriculture and the Ministry of Education, Science and Technology.

11. Institute youth mobilization programmes.
- Organisation of the International Youth Week Celebration for about 5,000 youths in the state in year 2019 and 2020.
- 2020 National Youth Week Celebration was held for 150 youths in August 2020.
- Execution of Gender Based Psychological Development Programme for 150 females.
- Grant-in-Aids to 70 Registered Voluntary Youth Organisations.
- Visitation and on-the-spot assessment of troubled spots of Area Boys in Ibadan land by the Honourable Commissioner for Youth and Sports.
12. Establishment of sports centres/facilities.
Upgrade and construction of the following sports centres/facilities:
- Lekan Salami Stadium, Adamasingba
- Construction of Mini Stadium Igboora, Ibarapa
- Reconstruction of Olubadan mini stadium, Ibadan
- Upgrade of Durbar Stadium, Oyo
- Upgrade of Soun Stadium, Ogbomoso
- Upgrade of Saki Township stadium
- Remodelling of Ebedi Township Stadium, Iseyin
Also, the Bodija Recreation Centre, Ibadan is being constructed.
OTHER ACHIEVEMENTS
- Youth Entrepreneurship in Agribusiness Programme: This is a programme that is proposed to empower the youths to actively participate and benefit from emerging opportunities and transformation process across the agricultural value chain thereby creating job opportunities for the youth and supporting and facilitate scale-up support linkages.
- 2020 World Boxing Featherweight Championship bout between Rilwan Oyekola (Scorpion) and Argentine Lucas Mattias Montezino was hosted in Oyo State at Ilaji Hotels and Sports Resort. The bout was won by Rilwan Oyekola (Scorpion), an Oyo State indigene.
- The 3SC participated and won the first and second edition of Dapo Abiodun Pre-season Tournament.
- Five players were purchased and became bonafide players of Shooting Stars Sports Club (3SC).
- Registration of 16 more voluntary organisations.
- Silver (2) and bronze medals won at the 2nd Rivers National Open Karate and Kick Boxing Championship in 2020.
- Topping of the Nigerian National League by Shooting Stars Sports Club (3SC) with the aim of promotion to the Nigeria Professional Football League.
- Crown Football Club Ogbomoso topping their group in the Nigeria National League.
- Oyo State came sixth in the National Sports Festival Edo 2020 with 103 medals (31 Gold, 30 Silver and 42 Bronze).
- 2020 Africa Continental Track Cycling Championship Cairo, Egypt winning Gold (2) and Bronze (1).
- 2020 West Africa and Central Africa Tennis Championship Lome, Togo winning 1 Bronze medal.
- ITTF World Hopes Challenge, Oman winner of the Boys’ Singles.
- Acquisition of befitting Permanent Secretariat for Shooting Stars Sports Club (3SC).
- Renovation of Shooting Stars Sports Club (3SC) vehicle which is now fully functional.
Environment and Natural Resources
1. Legislation, regulations and standards for water supply and sanitation.
The vetted draft Water Bill which was submitted to the Ministry of Justice for vetting during the first year in office is ready for submission to the Oyo State Executive Council.
2. Reform of the water supply and sanitation sector to attain and maintain internationally acceptable standards.
The Oyo State Government has improved the institutional, policy, legal, and financial frameworks that provide consumers with clean water and sanitation. The government has also increased coordination and cooperation related to water management and enhanced the role of civil society organisations in the planning, budgeting, provision, and monitoring and evaluation of water and sanitation services.
The government is also working to boost sector funding through private sector involvement.
3. Revitalisation of the 12 water schemes in the four zones of Ibadan (3), Oyo (2), Ogbomoso (3) and Saki (4). A programme of ensuring and sustaining the necessary inputs and maintenance to ensure stable and regular supply of water will be executed. Additional schemes will be provided.
The Oyo State Government has made efforts to revitalise the existing 14 water schemes across the state, some of which have been underutilised mainly due to erratic power supply and aged pumping facilities across the schemes. To address the epileptic power supply which singularly constitutes more than 50% capacity utilisation loss, the government is exploiting options that will not only be cost effective but will guarantee minimum of 12 hrs of power supply to all waterworks.
The Federal Government is installing a solar power system to power Saki Water Supply scheme and the project is nearing completion.
4. Increase service coverage for water supply and sanitation state-wide to meet the level of the socio-economic demand of the state.
The Oyo State Government has approved prompt payment of electricity bills through a quarterly allocation of fund to ensure water supply schemes are not disconnected from national grid. Recently, the government also approved purchase of water treatment chemicals for our various schemes. Efforts are also underway to extend pipelines to newly developed areas across the state to boost services coverage.
Also, the state government has keyed into the National Action Plan for revitalization of Water, Sanitation and Hygiene (WASH) sector whose objective is to ensure that every Nigerian has access to sustainable and safely managed WASH services by 2030 in line with SDG 6.1 and 6.2. To this end, the government has paid a counterpart fund of N800 million.
5. Ensure affordability of water supply and sanitation service for the citizens.
This is being achieved through strengthened sector policies and capacity building for effective and sustainable services delivery. The state government is working with the Federal Government through its National Wash Fund at achieving national targets for universal access to water supply, sanitation and Hygiene (WASH).
6. Ensure good water quality standards are maintained by water supply undertakings.
To satisfy the National Standard for Drinking Water, the Oyo State Government in the past one year, has ensured that the Oyo State Water Corporation is provided with treatment chemicals such as alum for clarification of turbid water from source, hydrated lime for pH correction and chlorine to disinfect the water and make it wholesome.
Also, the Water Corporation in conjunction with the Ministry of Environment and Natural Resources are well equipped to detect any point and non-point source pollutions before it contaminates the state’s source of water.
7. Monitor the performance of the sector for sound policy adjustment and development for water supply and sanitation.
The Oyo State Government is responsible for monitoring, evaluation and review of the policies of the Ministry of Environment and Natural Resources in line with best practice approach and make adjustments when necessary.
A department in the ministry is saddled with the responsibility of monitoring and evaluation of all operational and commercial activities using numerous quality metrics among which is feedback from consumers.
Other Achievements:
- Sustenance of water bodies across the state.
- Maintaining water supply infrastructures.
- Rehabilitation of Government House water supply infrastructures.
- Resuscitation of potable water supply to Igbeti and Eruwa towns.
- Prompt settlement of electricity bills.
- Supply of treatment chemicals.
Energy and Mineral Resources
The Ministry of Energy and Mineral Resources is a new ministry birthed by Governor Seyi Makinde’s administration. The objectives of the new ministry are to:
• Develop policies to attract investment in the Oyo State energy and mineral resources sectors.
• Meet the energy needs of Oyo State residents for social and economic development in an environmentally sustainable manner.
• Exploit the state’s mineral resources to contribute to poverty eradication and create long-lasting value to society.
Since assuming office, Governor Seyi Makinde’s administration has made a deliberate and concerted effort to increase transmission and distribution capacity in Oyo State. This has included engaging stakeholders in the energy sector.
The Oyo State Government has been able to secure commitment from the Transmission Company of Nigeria (TCN) to upgrade the substations located at Jericho and the Alakia in Ibadan from 2 x 45MVA to 2 x 100MVA (132/33KV) and 2 x 60MVA (132/33KV) substations respectively. The government also supported TCN by building the control rooms for substations located in Oyo and Saki, where it also provided Certificate of Occupancies at no cost. These interventions will increase the wheeling capacity into the state.
As for distribution, the Ministry of Energy and Mineral Resources has a campaign to connect transformers that are lying fallow in Oyo State. Phase I is for 28 connections and this will boost distribution capacity.
2. Achieve an optimal energy mix using the most appropriate technologies.
Feasibility studies conducted by the Ministry of Energy and Mineral Resources revealed that the optimal mix for Oyo State to achieve rapid development is a combination of gas and solar. To this end, Governor Seyi Makinde signed an agreement with Shell Nigeria Gas to extend gas pipeline infrastructure to the state. This will undoubtedly increase Oyo State’s industrial capacity.
For smaller scale interventions, the Ministry of Energy and Mineral Resources has focussed on renewables, principally solar. This is evident at:
All these interventions are to decentralise while not compromising on quality or sustainability.
The ‘Light Up Oyo’ streetlights project which is adding about 250km of public lighting to Oyo State makes use of a tri-brid technology comprising national grid, uninterruptable power supply and gas. The mix allows for the state to manage consumption efficiency while ensuring the lights stay on.
3. Access the potentials of the state renewable [energy] technologies.
The Oyo State Government in the process of developing about 40 Mini Grids across the state, whose primary source of energy is the sun. The majority of these are being done by private developers. And they only feel comfortable to come to Oyo State because of Governor Seyi Makinde administration’s renewable energy friendly policies. Ultimately, the Mini Grids will provide energy to communities that have never had electricity before.
The Ministry of Energy and Mineral Resources also has a programme to provide energy for PHCs using solar. These interventions will allow critical equipment such as vaccine fridges and ultrasound machines to be powered.
4. Employ appropriate renewable energy technologies policy for sustainable development.
The Oyo State Government’s sustainability and renewable policies have yielded positively over the past year. For example, as stated above, the state has secured commitments by developers to develop about 40 Mini Grids across the state. This will provide energy to rural communities that erstwhile haven’t had electricity.
The government appreciates that there must be a balance between a desire for sustainability, renewable energy and achieving growth in the short term. This is why it has opted to approach the energy sector from a number of different areas.
5. Facilitate renewable energy research with established energy research centres.
• The Oyo State Government signed a memorandum of understanding (MOU) with a Finnish consortium in 2020 to establish a Centre for Excellence in Energy Innovation with Oyo State. The centre will facilitate renewable energy research and development of the energy and mineral resources ecosystem. Although the take-off has been delayed by the COVID-19 pandemic, the transaction has been handed over to the Ministry of Education, Science and Technology for implementation and it is to be located in Ladoke Akintola University of Technology, Ogbomoso.
• The Ministry of Energy and Mineral Resources has been speaking with Centre for Petroleum, Energy Economics and Law (CPEEL), University of Ibadan as well as Covenant University, Ota to determine areas they can assist with research.
6. Facilitate independent power producers to invest in Oyo State.
The Oyo State Government is on the cusp of announcing an OYSG IPP that will power government facilities, including the secretariat, state hospital and public lighting. The agreement with Shell to bring gas to the state will also kick-start a lot of IPPs in the state.
Just recently Governor Seyi Makinde commissioned a 663.6kWp solar plant at Nigerian Breweries’ factory. This will supply about 800MWh annually and will ease the burden on the national grid also.
